He was born on 05.04.1968 in Ordu-Mesudiye district. He started his primary education in Ankara Yükseliş Koleji in 1974 and completed it in 1979. He started his secondary education at Şemsettin Karahisari secondary school in Afyon. After completing his secondary education here, he continued his high school life in Afyon High School after completing his 1st year at İzmir Atatürk High School.

After continuing his education at Elazig Fırat University Faculty of Medicine, which is affiliated to a higher education institution, for 1 year, he successfully graduated from Anadolu University Faculty of Medicine. After her medical education, she both received training in the fields of Surgical Oncology, Laparoscopic cancer surgery, IVF at the Hungarian Shote University Faculty of Medicine and organized seminars in the Turcology department of Shote University. After completing his education here, he continued his education in the Department of Gynecology and Obstetrics at the Ministry of Health of the Republic of Turkey, Ankara Hospital, where he continued his education as a Chief Assistant for 2 years and represented Turkey at the health desk on the Turkish Republics platform. She visited the Turkish Republics from time to time and held meetings in University libraries wherever she went.

She successfully completed her gynecology and obstetrics specialization at Ankara Hospital in 1996. Haşmet Mesut Özsoy's first appointment was made to the Afyon Çay District State Hospital. The proud part for Haşmet Mesut Özsoy was that he worked there for 1 year with all his energy, since there had never been a Gynecologist in Çay district before.

In 1998, Süleyman Demirel University was invited by President Süleyman Demirel for the opening and restructuring of the Obstetrics and Gynecology Department. Haşmet Mesut Özsoy was appointed to the head of the Department of Obstetrics and Gynecology at Isparta Süleyman Demirel University with the title of Assistant Professor.

He formed a team in the formation of a 600-bed university hospital from a two-storey state hospital, chaired the bodies of the disciplinary committee and the supervisory board, and served as the health consultant of the then President Süleyman Demirel in Isparta.

He served as a board member, disciplinary board member, supervisory board member, executive board member in the cancer association in the field of obstetrics and gynecology, IVF association, Uregynecology association, Menopause association, Perinatology association. Meanwhile, wherever she was, she was the president of the gynecology association of that region. She tried to inform her compatriots through visual and audio media by meeting with physicians.

Through a letter from Başkent University Rector Mehmet Haberal, she requested the establishment of the Başkent University Obstetrics and Gynecology Department to be established in İzmir. Thereupon, this duty was accepted as her husband was a member of the TAF and was appointed in Izmir at that time, and she took part in the establishment of Karşıyaka Zübeyde Hanım Hospital of İzmir Başkent University in 2009.
